Hostel & Mess
Separate hostel accommodation for gents and ladies students, particularly for outside students are available nearer to the college. Intending students shall enquiry in advance from Superintendent of respective hostel regarding availability of accommodation either in 1st year / subsequent year and prepare accordingly.

A student may be permitted on application in prescribed form during beginning of each academic year to get admission in the respective hostel with his/her parents or local guardian at Rourkela. Students permitted to stay outside the hostel ( after taking admission in the respective hostel )are exempted of mess charges only and may be entitled the refund of the mess advance if paid at the time of admission. Each student in order to complete the admission in any of the hostel ( i.e. Gents / Ladies hostel ) has to select a local guardian at Rourkela who may be contacted in time of emergency. The name, full address, both office and residence, telephone number, designation and willingness of the local guardian have to be furnished at the time of admission in the prescribed format.
General Rules and Regulations
The following rules are illustrative and for any point the decision of the college authority is final. The students are reminded that they individually are bound by written undertaking that , they are prepared to stay in whichever Room they are allotted and will not resist intermixing of students of different classes in Hostels and that they will abide by the rules and regulations of Hostel(s). The preferences will be given to out station students on first come first serve basis. However local student may opt for hostel facility provided accommodation is available. Priority is given to outstation students.
 
A boarder, shall abide by the rules & regulations of the college and shall not involve himself / herself in any objectionable conduct such as violation of college discipline, disobedience of instructions of authorities, immoral conduct or disorderly behaviors of any manner including "ragging" .
Every student residing in the hostel, must join the mess attached to it. Individual cooking and availing mess facility outside , under any circumstance is not permitted. Mess rules as notified by the Warden / Superintendent /Assistant Superintendent of respective hostels, from time to time are mandatory for the students to abide.
The cost of food including other overhead and establishment charges is to be borne by the boarders themselves. No subsidy can be given by the college.
Mess dues/advances should be paid every month by due dates in the respective hostels, as notified by the hostel authorities, from time to time, failing which the concerned boarders has to pay fines for the days of default, as imposed by the Superintendent of the hostels.
A defaulter will not be permitted to fill-up the form for examination / registration for a semester unless he / she clears the dues and submits up-to-date clearance from the concerned authority.
A defaulter of payment of mess dues exceeding one month will be debarred from availing mess facilities. Besides, he / she will not be allowed to continue as a boarder and his name will be struck off the hostel rolls.
Boarders are to share responsibilities in running their mess and keeping their hostels neat and clean & hygienic.
The boarders must keep their rooms neat and clean. They have to use waste paper basket of their own in their rooms.
Boarders are not allowed to alter electrical fitting and fixtures in their rooms, nor are they allowed to use electric appliances of their own without obtaining prior permission from the concerned authority. The tariff for use of such electrical appliances shall be fixed by the authority. Use of all unauthorized electrical appliances such as heaters etc is strictly prohibited, and these will be confiscated together with the concerned boarders facing disciplinary action.
Lights and fans must be switched off when the boarders leave their rooms. Besides, lights must be switched off when they retire to bed and also while leaving the rooms during the vacation.
Room’s furniture, electrical fittings etc. are required to be maintained by the students in good condition. At the time of allotment of seat / leaving the room for Summer Vacation every student must takeover / handover the hostel rooms properly and carefully. They shall not break or damage any furniture and fixture. If any breakage occurs, then the cost will be realized (individually or collectively), together with heavy fines imposed on them.
Each boarder should check the furniture and fixtures in the allotted room at the time of occupation and take over of the said items in writing which are returnable on vacation of the room. Any loss or damage will be borne by the concerned boarder or boarders.
The room of any student can be inspected at any time by Warden /Superintendent / Assistant Superintendent, or any authorized member of the college staff.
Private picnics are prohibited in principle. There are certain picnic spots around Rourkela such as Deodhar, where in the past precious lives have been lost due to carelessness of picnickers. The boarders are therefore cautioned against arranging picnics of their own.
Students shall not remain absent from their Halls during night between 10.00 P.M and 6.00A.M without prior permission of the authority. Corresponding timing for Ladies Hostel is 7.00 P.M and 7.00A.M.
The guests of students are not allowed to stay in the Hostel. In case of Hostel for Ladies, female visitors are not permitted after 6.00/6.30P.M (Winter/Summer). Male visitors are not permitted at any time into the Hostel for ladies. Female visitors are not permitted at any time into Hostel for Boys.
Boarders shall not leave the Hostels without prior permission of the Superintendent. They shall apply to Superintendent/Asst. Superintendent stating reason of leaving and address of destination. Boarders who leave without application and permission shall be deemed to be missing and police authorities and parents may be intimated as such / any disciplinary action as deemed fit may taken against them by the authority.
Boarders will be personally/collectively responsible for any loss or damage caused to the properties and equipment and other fittings in the common places of the hostels campus.
College will not be responsible for any acts of students ( hostilities ) which lead to the disturbances of public peace and tranquility or cases of law and order in which they are knowingly or unknowingly involved in or outside the college premises.
Consumption of liquor and narcotics is strictly prohibited at hostel premises. Any student found drunk / addicted to drugs is liable to be expelled from hostels / college.
Boarders shall treat their fellow boarders, College staff, Hall Staff, Mess Staff with dignity and decorum.
 
Special Advice to Hostelites
No Notice shall be put in the hostel by any student. No student or students shall raise or assist others raise any subscription in the hostels on any account without prior permission from the appropriate authorities.
Each boarder will be completely responsible for his / her belongings. The college will not be responsible for any loss incurred due to his / her negligence.
Boarders are advised not to keep cash and valuables in the rooms particularly when they are absent for a long period.
Employment of personal servant / attendant is not allowed to hostelites.
Each student must carry his / her identity cards issued by the college, whenever he / she goes outside of the hostel campus and should produce the same on demand.
Disruption of electricity supply is beyond the responsibility of college authorities. Boarders may be equipped with emergency light / flash lights / lamp for their own shake.
Exhibition of Video films is strictly banned at the hostel premises.
Boarders desirous of purchasing second hand bicycle / motorcycle / any two wheeler / vehicle / Laptop / Mobile / Calculators should ensure about the authenticity of the owner to avoid purchase of stolen and incriminating items.
Boarders should not take food, soft drinks, snacks from unhygienic shops and road side vendors to avoid infection to themselves and spreading amongst fellow boarders.
The boarders must be very particular about payment of hostel dues. The boarders are advised to clear their hostel dues in time for any inconvenience.
 
Temporary Accomodation
Non-regular and non-collegiate students having filled up form to appear at examination may be allowed to stay in the Hall temporarily, subject to vacancy , only if they obtain prior written permission of the authority and undertake to abide by the Hostel rules. They have to deposit the fees of Hostel in advance, and furnish willingness and particulars of local guardian.
Non-collegiate, ex-regular students, if allowed room temporarily will have to pay in advance seat rent and electricity charges @ of Rs40/- per day per head. Such allottees cannot claim provision of furniture as availed by regular boarders. They are to pay mess charges in advance at the prevailing rate, if they want to avail the mess facility.
The boarders have to observe scrupulously the above rules & regulations. These rules are subject to modification from time to time. Violation of rules calls for strict punishment.
 
Hostel Mess
The following rules and regulations mentioned here under to be strictly adhered by the hostilities.
The students in the hostels roll only have the right to enter into mess premises.
No boarders of the Hostels are allowed to take his / her meal from outside sources at any condition while college mess is in operation.
Misbehaviors to employees of Mess will be seriously viewed and liable for punishment.
Shouting and otherwise creating disturbances in the Mess is strictly prohibited.
Ragging in any manner in the Mess premises is strictly banned. Anybody reported or found to be indulged in such act will be brought to notice of Principal / any other higher authority for disciplinary action which may lead to dismissal from the institution.
Boarders have timing for their breakfast .Lunch .evening refreshment & dinner in the mess. The respective time schedule mentioned for the purpose is to be strictly followed.
The students are required to come to the mess during their specified timing only, not before or after.
Guest meal can be availed only with due permission from the Mess – in charge / Superintendent of hostels on request.
The mess will remain operative from July to May.
Presently the mess fee is Rs.1950/- ( One thousand nine hundred fifty only ) per month i.e around Rs. 65/- per day till further notice. The charges are subject to change with prior notice.
In the beginning of the starting month (when a boarder joins the hostels ) one month mess fee is to be paid in advance as security deposit, which will be refunded at the time when a boarder permanently leaves the hostel.
During vacation all boarders has to pay vacation establishment charge @ Rs. 10/- ( Rupees Ten ) per day.
Mess dues of each month is to be cleared on or before 10th of subsequent month . A fine of Rs. 50/- ( Rupees Fifty only) may be levied for those who pay the dues within 20th of the month ., failing which he / she will be deprived of taking meals from the mess . Further disciplinary action may taken against him / her.
While college and mess are open, boarders have to pay mess charges even if they do not take food. Only during semester break, puja vacation, and summer vacation etc. when college and mess both are closed, mess charges will not be applicable except maintenance cost per day.
No one is allowed to take his/ her meal to the room, unless he / is sick. During sickness the concerned boarder is required to inform in advance about his / her diet to the mess–in–charge or superintendent.
For any sort of problems regarding mess, the mess–in–charge / the superintendent / Asst. Superintendent can be contacted in person and the problems can be sorted out by joint discussion.
